Very Unusual Sterling Silver Belt Buckle - JPS

This is a very substantial sterling silver buckle.
It weighs about 8 ounces.
It is 3.5 by 2.75 inches.
The front is a woman on sort sort of ornate crest.
there is one large heart shaped garnet (or ruby?) and six smaller stones througout.
It is marked on the back
"Sterling"

and a #1.
Any insight or direction about who made this would be greatly appreciated!
