?Chinese? silver bracelet...please help id hallmark

I have a bracelet, that depicits two dragons and a lotus. Bracelet is hallmarked. It is also hollow, and has some sort of beads, or something inside, so that when worn, and it moves it rattles, kinda like an American Indian rain stick. In the pictures the depresions/holes, go all the way through the skin of the bracelet, it is a very unique piece, and I can't find anything like it.

My questions are can anyone identify the hallmarks, and does anyone know anything about this type of bracelet (rattle).
