Hi Linda,

According to "Chinese Export Silver 1785 to 1885" (pub. Museum of the China Trade, 1975), your mirror was made by Wang Hing, a Hong Kong silversmith located at # 110 Queen's road in the late 19th and early twentieth centuries.
The '90', when seen on European work, designates silverplate thickness, however on Chinese silver it means percentage of silver purity and equals .900 or coin silver.
Your mirror is a nice example, I've seen 8 or 10 pieces by him, almost all were small spoons.

Regards, Tom
