Help with makers mark from China

I have a beautiful sterling silver, made in China, turqouise piece which I think may be a shoe clip. I would like any information on what it is and the year, if possible more about the maker. This piece was a gift to me from my Mother-in-Law who is in her mid 80's and it belonged to her Grandmother. TY in advance, Kate
