Trimetal Holder with Dragons

Good evening
Got this a while back and never really looked into its history. Is it Chinese or Tibetan? I think it is copper and a white metal (could be silver?). It is 15cm high and got agate stones inset into a nickle silver type metal.
Any help is welcome

Hi Trev, I just checked now again and couldn't find any. Can only see tool marks on bottom

I have been thinking of this piece again. Would this be a modern or antique piece? I see similar things were made in Mongolia in the past.
