Not sure about this, but that rising sun mark is similar to one used by the Mulholland Brothers, Aurora, Illinois. They used at least three different marks over their history. Early on they produced a great amount of excellent silver items. After they acquired the Aurora Silver Plate Company (between 1915-22) the quality of their pieces dropped dramatically and were usually silverplate.

It is remarkably similar to the Mulholland mark, but I believe your piece to be out of mid 20th century Japan. Pretty sure I've seen that "rising sun" mark in tandem with a 950 stamp and the enamel work is surely Japanese.

Have handled a number of Japanese pieces with this mark over the years, adding a picture from one of my pieces since the original pics are gone. Recently ran across some spoons in the original box with a label showing the trademark and "ASAHI SHOTEN CO.,LTD - U.S. NAVAL SUPPLY DEPOT - SASEBO". Asahi Shoten is a respected Tokyo retailer and the U.S. Navy base in Sasebo opened in 1946.

Reposting the picture of the Asahi Shoten mark, it can also found with the firm's name stamped along with the rising sun:
