Free China Taiwan Spoons Information Requested.

Starting at about zero, any information about these spoons would be very much appreciated. They appear to be number and lettered. I suspect the Chinese characters relate to the name Taiwan and maybe more. An identification of the figures would be especially interesting. I can post close ups of any of the images in the collage if desired, just trying save site space.
