Japanese hallmarks

I inherited two 100 Gram scale weights which were used by the Japanese Imperial forces during WW2 to measure out the daily rice allocation to troops.

They are hallmarked with characters as seen in the pictures at the following link.

I am unsure if the weights are silver plated brass or silver.

I would appreciate any information regarding the marks.

The kanji in the middle are 東京 (Tokyo). As can be seen, they are written from the right to left, and not the opposite, so the piece is made before WW2.
The top kanji is 正 (masa), means "correct/precise".
Here are some scale weight with similar marks. Hope you can continue your research from here.
