? Japan silver mark kanji - not jungin

I recognize the top character on this 3" ladies compact as "silver" but the lower character is not "pure" as it would be with the jungin mark.

What is it? Does it refer to a particular grade of silver?

Also, there's some kanji on the front, left side. A name? Year?

Hi there.

Nice powder case.
Marking gin-sei( 銀 製 ), some dealers on E-bay claim that this is a mark for sterling silver, but I'm not sure about the correctness of such translation.
At least I found a photo of the japanese obidome with such marking on tag.

And kanji on the front, i believe, is an artist name.

I have found from another source that 銀製 basically means "Made of Silver", which is a bit vague, but in the case of my compact, I have tested it to be sterling, or close to it (90-95% silver).

I forgot , but once time ago I had a spoons set with the same markings.
Tested like sterling silver or better.
