No idea where they belong to, unknown maker's mark and age

This pair I bought recently.
I have no idea from which country they are.
Both have the same numbers and Maker's Marks
Maybe someone recognizes them
It is silver tested, and they are 18 cm in length
I'd appreciate it if someone make the effort to solve this riddle
