The marks look like "90 % SILVER "

The Chinese character at the end has many meanings (depending on context), one of them is "percent." My theory is that the marks simply indicate 90 percent silver in both English and Chinese, with no maker's or retailer's mark.

From the style and craftsmanship, the spoon was very likely made in Hong Kong, mid-twentieth century.
