The bird and prunus design appears to be cast rather than hand-engraved, but this may be due to a slightly blurry photo.
The marks look as rubbed as daily polished 200 year-old hallmarks while the rest of the vase does not show such wear patterns, also suggesting a cast piece with cast marks.
Then there are the rough scratches on the base, probably left there by a scrapper who did not scrap the piece. At least it should be easy to test the vase.
In short, the vase is likely to be of very recent manufacture and the marks spurious, but let me emphasize that this is only one opinion based on a few photographs. Hopefully someone else will recognize the marks or the style of the vase and reach a more positive conclusion one way or the other.
