It's "銀製", a mark always used on Japanese items, means made with silver. It can be solid silver or silver plated. I personally don't suggest anyone to buy an item having this mark, especially which looks moden made, because almost each of them is silver plated. The solid silver mark in Japan is "純銀"
, or "SILVER 950", "STERLING 950", etc for exported items.

Thank you,

I will bring it to an antique dealer that specializes in antiques from Asia, if he cant tell whether it is silver or silver plated do you think a jeweler could?

I think some jewelers and some people who have rich experiences on collecting or selling silverware may be helpful to check it for you.
