Wang Hing silver spoons - help identifying

Hello - new member here - am glad I found this place. I was recently given some silver spoons with the W.H.90 mark on the back. I have checked around and kind of determined them to be Wang Hing but the mark is slightly different than the ones I've seen. I have also not come across any spoons similar to these - they look like they were made from Mexican coins. The lady who gave them to me said her husband picked them up in Mexico years back as a gift for her. I cannot however find any info on them anywhere. Are they maybe a commemorative piece or just something made for the Mexican souvenir market? As pic shows there are 4 spoons in a hard case with velvet like interior. Any help on just what they are and (admin edit - see Posting Requirements ) would be greatly appreciated..
