chinese? can anyone tell me anything about this cup

can anybody help me identify what this piece is. I believe its silver and gilt inside. it has a raised dragon on the cup and also a raised unengraved circle. Its very hard to see the writing on the base. there is also a second cup with exactly the same markings on the base but the pattern on the second one is engravings of leaves and plant. there is no raised clear button on the 2nd one but a circle on the cup has been left with no engraving marks. I am new to this so any help would be greatly appreciated. Thankyou

Your mark image is not very clear. Besides the Chinese charactor mark, what is the other mark?
