Help identify origin & maker of opium pipe/holder

The only information I have about this piece is that it was used at one time to smoke opium. I think it was made in China but don't know what region. Also not sure of it's silver purity. It has four different marks on four different locations. Any help would be greatly appreciated. I am totally intriqued and baffled by this piece. Thank you- Squirrel
