AMAZING Chinese Silver Need help with Hallmarks

The hallmarks on the bottom are in Chinese or Japanese. I need help to determine the age and the maker. The set is solid silver. I think one of the hallmarks tells the silver purity but not sure. It is an open salt and pepper set. It is very ornate with dragons around each item. I am guessing this set dates to the mid 1800s but I would greatly appreciate any information. Thank you.
