Marks on silver belt

help please to recognise hallmarks on heavy silver belt depicting tigers & dagons on bamboo.
possibly made in russia for asian market. many thanks.

Hi,
I believe it to be the opposite - made in China for the Russian market. There were several Chinese cities, like Shanghai and Harbin, that had large Russian settlements. I suspect the Chinese pieces found with the "84" mark were made to be sold within these communities.
