Help in identifying marks, maker, etc. on this bowl.

Hello. Hope some of you fine members can help me here. Have searched high and low, to no avail, in finding information on this bowl. My parents received this piece as a part of a "going away" package, on one of their many stops in the middle east while my father was serving as a contractor for the government in the 1960's. While I'm not sure of the origins of the bowl, I know that they received this in either Vietnam, Thailand, or the Philippines.

Any help on the marks, maker, etc., would be greatly appreciated.
