sterling two piece ring with marks

Found this today.
The ring comes apart into 2 parts.The 2nd part sits inside the other part. What is it called and who may have made it and when? thanks
(I thought it was rather unique and heavy)

It is recent. Rising labor costs in the west have many silver jewelry manufacturers outsourcing production to Thailand, Indonesia and elsewhere in the Far East. I believe the trend began about fifteen years ago or so.
