unknown silver hallmark

cigarette case grandfather bought around 1943 I know the picture of hallmark is not very good but read SILVER 950 with the imprint of a half sun with rays coming out.

pictures are too dark and fuzzy

Can't see the pictures, but the mark sounds like it is Japanese.
