Interesting mark on an incense vase

Can anyone help me figure out what this vase is? The mark looks
vaguely like Porter Blanchard. Does the 600 indicate 60% silver?

Is it perhaps Asian or Turkish?

Dear Chuck and Trev,

From the floral elements on the bowl it appears to be Persian. 600/1000 does not seem impossible either but let me see what if anything I can find out about either marks.
