Possible persian silver candelabra

HI I'm just hoping anyone could possibly shed some light on this please?I see there is the 84 mark but I have searched phigh and low but cannot make out the other markings. Was told possibly by parvaresh but then another person said tho work looked a little rough to be theirs. Any help would be greatly appreciated thanks in advance.
