This is likely an Iranian piece given that the purity mark written in Persian numerals "۸۴".

Note that:
۸ = 8
۴ = 4
Indicating that your item is 84% silver.

The other marks could be maker or company marks.

I should also mention that the date range of many similar pieces seems to stretch from about the 1920s to 1970s with most being in the later half of that range.
