Russian? Persian? Jewish?

Apologies if I am in the wrong group but there doesn't appear to be an Arabic(?) related group.
Stumped on this one, a goblet bearing the star of David but with Russian/Persian(?) 84 silver grade, however the inscriptions around the cup bowl appear Hebrew?

Hi,
It is obviously a Kiddush goblet.Number 84 and marks with text in Arabic alphabet indicate it was made in Persia (Iran), not in Russia.
84 standard is not Russian zolotnik, but 84% silver standard (.840).This has already been discussed.
Most of Persian Jews left Iran.
Similar Kiddush goblets are made in Israel (also by Palestinian silversmiths) but I doubt they would use 84 standard, unless to deceive, which is not very likely, because it is obviously not lucrative Russian judaica (always a fake if offered as such).
Text can be easily read by a Hebrew speaker.
