Hi,
It was made in Iran. The mark bottom right is 84 in Persian alphabet, denoting .840 standard (not to be confused with Russian 84 Zolotnik).
The image most likely represents ancient Persian king sharing sun disk with Ahura Mazda, the god of Zoroastrianism.Or royal power represented by sun disk.
There must be an ancient relief in Iran museums depicting this scene, but more extensive search is needed.

Any idea how old that silver is?

Second half 20th century,i.e.several decades back, not older than that.
