Decorative plate with mysterious unknown marks

Hello, I need help finding the origin and meaning of these marks. I've looked high and low, and I cannot find anything.

Hi,
It is Persian (Iran).
The smaller mark is ``84`` standard (the same as Russian 84 Zolotnik), i.e. 875 fineness.
(Persian number ``4`` is different from Arabic).
