I don't have a clue on these marks

I don't have a clue what country these are from, or whether this is silver or not. Not even sure which side of the marks is up, so I apologize if I have them upside down.

To me, the marks have a North African look about them. Just offering it as a possible route for further research.

Need to roll the last two images over, they are upside down. Most likely Arabic.
