Arabic Silver Server

There is this old arabic silver server that i have not been able to have identified. I showed a arabic friend of mine and he said that the letters translate to "Clinton". Which is an American name, but this is obviously a arabic piece. When i search for arabic silver maker Clinton, nothing comes up.

Does anyone have any thoughts on who the maker of this piece is and what this hallmark/signature exactly says.

Welcome to the Forum.

The item is Malaysian, the translation is 'Kelantan' a town well-known for it's silverwares.
