Persian actually, allow me to quote a friend who translated this for you:

YA MUHAMMAD, YA ALI

It could be a Sunni and/or Shia calling on Muhammad and Ali for help. But there is a problem, both Muhammad and Ali are written in a derivative form. I hope that someone would read it differently.

There second mark is the Persian numeral 84 as in the Russian Imperial style of 84 zolotniki = 84/96 or 875/1000 parts pure silver or .875
