Nice little tray, but who made it????

I just purchased this little tray. The tray is about 4x6 inches, not counting the handles. It's heavy for the size, coming at 340 grams. Marks are "900" and two more that I cannot read.

Does anyone have any information about the motif (persian, I would guess), maker, time period (modern, I would guess), origins (Iran, I would guess), ...

OK, I had to resize the scans. The mark on the first scan is "900" followed by some marks I have never seen (in arabic, I believe). Links to the full size scans are below.
