marks on an ashtray

Hello out there

I have this ashtray, and i couldn´t find any info about the marks.
First i thought about russia, because of the `84´, but the ornaments on the top and the top mark on the bottom looking more arabic.
I dont know much about silvermarks, im just starting.

Has anyone any info about it ?
Where does it come from ?
Is it plated or solid ?

Rabea' would be the name of the maker. This is a lovely persian piece.

I guess the `84´ means Zolotniki (875/100), imported by the russians
(i did a little research, but didnt found many sites in a language i can read)
