Hello,
It is 900 silver and assayed in Alexandria. I think the other assay cities are Beni Suef, Cairo and Tanta.
The cat mark was replaced by the lotus flower in 1946; so this is after that date.
According to this site, arabic date letters were used after 1940. This is the letter 'ta', which is just like a t. I think it is the third letter in the arabic alphabet. Obviously, there are a limited number of letters in the alphabet and presumably once a sequence is used up, a different style of the alphabet is used. Or I wonder whether the little dot in the bottom left hand corner of the lotus flower mark and the date letter indicate a certain sequence. Unfortunately, I've never seen a chart of letters against dates for egyptian silver.
I hope that is useful though,
Mehdi
