unidentified iranian date mark or makers mark

I recognize the iranian silver mark in the upper left central. I need help with the mark in the upper right. It is either a date mark using the islamic alphabet or the makers mark.

I do not believe that date marks were used in Iran. The right hand mark would be the maker's mark or location (ie. Isfahan).
