Goat's Head on islamic tray?

I have acquired this lovely islamic tray and coffee pot.
Provenance unknown. Both display arabic sign for "Pure Silver"
but, puzzlingly, the handle of the tray does sport this goat like
hallmark on the reverse of it. I should think it to be thoroughly
unislamic to display a figure of animal in this way. What have
the experts to say?

This piece is Kashmiri / Afghani. True, Islamic countries do not depict creatures on artwork. This is not Islamic artwork.
