Russian candlestixk with arabic hallmarks

I got a silver candlestick qith one hallmark 84. This is Russia before 1896. It is followed by three other hallmarks iArabic.
Who can help me?
The cabndlestick is 11 cm high and on the bottom 10 cm.

It is from Iran, 20th century. The mark left of 84 is 84 in Arabic. I think, but am not sure, that the large oval mark says Isfahan.
