Need help with Taxco hallmark

The maker mark looks like JR with a reversed L as the first letter. I think the illegible stamp above the maker mark with Mexico and Taxco may be an eagle based on the outline of the stamp compared with the early Mexican eagle stamp seen online. Anyone seen this maker mark or able to ID it?
