Louvre Sterling 925 Mark -- Help with Identity

I have a sterling tray 16.5" x 9.5" with the mark STERLING LOU()VRE STERLING 925 on it. Any help with the manufacturer would be appreciated. Not sure if it is american or not.

All I know is that Louvre was a silvershop located in Mexico City.
