Dupuis Sterling Bowl Mexican?

Tried to find ID under US and Canadian with no luck. Seeing the eagle (?) next to the name makes me wonder if this could be a Mexican manufacturer. Looks to be top quality workmanship from a factory. I can only find one online reference to a plated piece that went through auction having a similar mark.
