Need help with this mark.

Hi, I have this sugar bowl, I can make out the Eagle1 mark but I can't tell what the other mark is. I have been searching for days using google and everything else. Does it look familiar to any one? Thank you.

According to info found online, the Eagle 1 mark might date the piece from 1948-1955 and the 1 may indicate city of assay to be Mexico City or an individual maker. I would think yours is city of assay and the other mark is for the individual maker. Since the Eagle is upside down do you think the other mark is as well? I have no idea on that one.

Thank you Ron, I appreciate the post. I think the other mark is right side up with the number 3 below it, then again I could be wrong. I wish I could make out what that mystery mark was, I've tried looking at from every different angle. This sugar bowl is part of a entire tea coffee set, I'm hoping to sell.
