Do these olive tongs have the leapord head stamped on them?

I am at a complete loss here...

Is that a leopard/lion head or a bell with a number 3 in the center?

And it looks like one half of the writing says STERLING (maybe?) in capital letters, but the other half of the writing looks like hebrew?

Very malleable, almost certain they're a high silver content, just want to know what the marks are.

Heh, woops! Thank you very much for the information Cheryl, they are indeed mexican silver made (or at least assayed) in Taxco, Mexico which apparently still produces quite a bit of silver to this day.
