need help to identify this Taxco hallmark and necklace

I have a necklace that has the eagle hallmark with a number 3. It is the earlier eagle with the detail on it that is shown in your list of hallmarks so I think it's a Taxco. Where do I go from here to find out the maker?

MORE INFO - THERE ARE TWO NUMBERS IN THE MIDDLE - 8 AND 9 SO ITS EITHER 89 OR 68. Last picture is better but it won't come out.
