Mexican Silver Pls Help id. Bracelet. Eagle 23 + symbol?

I am trying to identify the markings on this bracelet. It has two. The first is the eagle 23. The other I can't seem to find anything on. Please help? Thanks!

The other mark is AE inside a heart shaped M. It's listed in the hallmark book but with no known maker. Eagle 23 is also associated with that mark. Many people try to attribute it to Estella Popowski because she also uses eagle 23 but she signs her pieces popowski.
