Repousee Mexican Pin TOBIAS A stamp, 900 silver, Maker info?

I have a couple of items with this mark, that I bought from an estate. I believe they are 1940's or pre-1940's era. The stamps are pretty clear. Does anyone have any info on this artist? THANKS!
