Help Identifying Mexican Hallmark

Hello,

Thanks to everyone that helped to creat the online hallmark database. I’ve used it many times in my endeavors as a novice collector. I recently picked this piece at a garage sale since I’m a big fan of enamels and at first sight I though I’d found a $5 Jeronimo Fuentes. I searched this sight and a couple others but haven’t been able to ID this hallmark. Any insight will be greatly appreciated.

Hey Turtle.
This took some imagination.
First you take the whole of Mexico including the o into the circle.
That leaves something like a conjoined JS.
This leaves an unknown maker but identified in Little Book.
States is JS script, inside a circle. Taxco Sterling. Eagle 1,3, ts-22.

Looks to me most likely...

Unknown but in Little Book, pg 209
