It is a French HALLmark, the Minerva head used 1838-(1973). It also shows the silver fineness 950/1000 promille

The 925 is the silver fineness in promille (925/1000). Never heard that the S would mean Scandinavia??? The S stands for Silver. It is commonly seen on newer Norwegian made objects.

The cut oval frame with a workers head is a Soviet import mark for foreign objects presented by customs in a Soviet assay office in Tbilisi (O). It was used 1947 to around 1954. This object is not made in Finland (Björn Weckström is a Finn). The Finnish purity punch 925 lacks the S. In addition, the marking is also incomplete for Finland. Norway would be my guess, but ???

Not necessarily a fake, but as long as there are no reasonable explanations given for all marks, I consider it to be a dubious object, but that is my opinion only. As Mart already mentioned it is/was exclusively a gold mark to be used only on gold bracelets and chains and articles of the kind and made in Russia in 56 zol. gold. Sorry, but I see "problems". There are too many obscure marks here (nameless e.g AT. Why isn't he mentioned anywhere???) some with unclear origin (the square import mark), and reasons, big year gaps (kokshnik etc...) and attendant's assumptions (could be...) but no certainties. As said bef...

Yes, "could have and could have"... All in all, very little is fully clear in this case. What about the smudgy mark you also questioned (for a reason!) and ones again: I wrote Baku REGION not Baku town! Tiflis as well as Baku are both in the old Baku region!

Like Mart wrote you have a Tiflis's mint punch from 1804-1832, but also a right looking kokshnik from 1907-1927 from Baku's region (O). Some kind of over stamping ?????? For the records. It is mentioned earlier but Fabergé did not always used his punch. Objects ordered by him from Kollin, Nykänen and Pihl were never punched with Fabergé's (trade) mark.
