Like AG2012, I see issues here, and would also think it a marriage - the border on the blade doesn't follow the shape at the join to the handle, to my eye, that area appears to have been cut somewhat awkwardly, and the 'shoulders' (and rat-tail) on the handle look to be cut from the top of spoon bow...

Jensen used a wide variety of marks, there's no problem with your 'GI' marks - Gundolph Albertus designed 'Cactus' in 1930, suspect your pieces are likely early...

This is a Norwegian sugar spoon from 1858 (can't make out the month), 13-1/3 lød silver (approx. .833 fineness), likely by Bergen maker Christian Børs (born 1788, master in 1814, died in 1859) - his marks were 'CB', or 'BÖRS'/'BØRS'. Unlikely that Gorham would mark sterling silver with their silverplate marks - testing results are sometimes wrong.
