The part of the marks that are visible (cross and star shapes) look to me, to be Joseph Rodgers & Sons, Sheffield.

In my EPNS marks book, it has a date of 1897 the mark was used, so your item will be around that time period.

The makers mark is for John Emes, that particular mark was used 1798..1807 (registered Jan 1798)

He made such things as Caster, chamber stick, cruet, flatware, goblet, tea & coffee service, teapot stand, toast rack, wine funnel.

It is an X for 1897

r date letter is in a round shape, whereas the x is in a square shape

Also there is differences in the letter itself that are obvious that what you show is definitely an x
