Very pretty Scottish thistle souvenir type spoon, I've handled similar pieces with both cairngorm and amethyst stones, some are glass. The marks appear to be Edinburgh 1965/66.

Your souvenir spoon is from the Turkish Ottoman Empire, the finial depicts a minaret (mosque tower), nice detail of the crescent and star in the enamelled spiral on the handle. The first mark you describe would probably be the purity mark and the second the tughra (monogram) of the reigning Sultan. ...

I've run across several sugar bowls with spoon holders, most often in Victorian American silverplate, have also seen a couple of spooners with additional holders around the rim.
