It's Persia or Iran, the two top left characters are the Persian numerial for 84 or 870-1000 parts silver. The language is Farsi. Will let those who can actually read it translate that for you.

Good morning Nick, The work is from Persia or Iran. The first mark, upside down, is a Lion holding a scimitar or sword in his right paw. 84 stands for 875-1000 parts silver or .875 Silver not plate. The next two words read right to left are in Farsi. ...

Look like napkin rings. Irrespective of the 84 mark they are not from Russia. My best guess is Iran, but...?

Your piece is the work of Isfahan, a city in Iran which is written on it as well as the silver content, the number 84 and the name of the maker "Kar Umran". This could possible be around 70 years old.
